奥登堡州立银行所建的新行政大楼将该银行的所有重要部门整合到一个大楼里。本银行总部包括了几个独立的办公楼。主楼由E形布置的4层办公楼和10层的高层办公楼组成，通过玻璃大厅和过道和其他的办公楼联系起来。主楼的结构型式为钢筋混凝土的框架结构以实现平面功能布局的灵活性。地下楼层为停车场。玻璃大厅采用焊接箱型截面的钢结构构件以及玻璃幕墙体系。
